Health Information Exchange
For Patients & Families
Your health information, protected and in your control
How the MNSHINE Health Information Exchange works for you, and the choices you have.
What is a health information exchange?
A health information exchange lets the doctors, clinics, and hospitals that care for you securely share essential health information. That includes your medications, allergies, test results, and health problems, so they can make better decisions about your care. It replaces slower methods like fax and mail. The exchange can also let your care team know when you visit a hospital or emergency department so they can follow up, and helps your providers send reports required by law, such as immunization records, to the Minnesota Department of Health.
Who can see your information
- Only authorized staff at participating health care organizations.
- Only with your consent, or in a medical emergency as allowed by Minnesota law.
- Your health care provider and MNSHINE keep records of who accessed your information.
How your information is protected
Your information is encrypted and kept on a secure network. MNSHINE follows HIPAA, Minnesota privacy laws, and its own privacy and security policies.
Your choice: opt out or opt back in
Taking part in the health information exchange is voluntary.
- You can opt out at any time, at no cost. Providers will not be able to search for your information through the MNSHINE HIE, except as allowed by law.
- Your care will not be affected. Providers and health plans may not withhold care or coverage because you opt out.
- You can opt back in whenever you choose.
- Opting out may limit the information available to your providers, which could affect treatment decisions.
How to opt out: complete the Opt-Out Form, then return it to your health care provider or mail it to MNSHINE. Requests are processed within five business days.
Have a Concern?
If you believe your health information was used or shared improperly through the HIE, you can file a written complaint. We will acknowledge it within two business days and respond in writing within 30 days. MNSHINE will not retaliate against anyone for filing a complaint.
