Collaborative Solutions

Overview

Some of the most important challenges in health and care are bigger than any one organization. MNSHINE Collaborative Solutions brings partners together, including health care providers, health plans, public health, and community organizations, to set shared priorities and put practical solutions in place.

MNSHINE serves as convener, coordinator, and trusted data partner. We draw on our statewide experience in quality measurement and reporting and our health information exchange (HIE) capabilities. Partners shape the direction of each effort, and every initiative is guided by transparent governance and responsible data stewardship.

Working together on Minnesota's shared health care challenges

The Executive Leadership Council (ELC) brings together senior leaders from across Minnesota to guide a cooperative, statewide approach to reducing fragmented and duplicative health data infrastructure. Convened by MNSHINE and the Minnesota EHR Consortium, its 21 members represent health systems, health plans, state agencies, public health, research, community and tribal health organizations, mental health, pharmacy, and dentistry.

Throughout 2026, the council is assessing the value, governance, and long-term sustainability of a potential health data utility (HDU). Its final recommendation to partner boards is expected by the end of the year.

The Minnesota EHR Consortium is a partnership of health care professionals, researchers, and leaders from Minnesota health systems working to improve health by informing policy and practice through data-driven collaboration.

The Common Health Information Reporting Partnership (CHIRP) is a facilitated data-sharing program that streamlines the two-way exchange of patient-level data between health care payers and providers. Data are shared only for specific use cases defined and agreed upon by the CHIRP Governance Committee. The goal is to drive health care improvement through standardized data sharing that is timely, actionable, consistent, and complete.

For data shared from providers to payers, participating medical groups work with MNSHINE on data validation through the National Committee for Quality Assurance (NCQA) Data Aggregator Validation program.

Comprehensive Medication Management (CMM) is a patient-centered approach in which pharmacists work with patients and their care teams to review all of a person's medications, making sure each one is appropriate, effective, safe, and practical for the patient to take. Health systems, health plans, and pharmacies across Minnesota offer CMM, but how it is covered and delivered varies widely.

MNSHINE's CMM Evaluation Project uses data on CMM services delivered from 2022 to 2024 to understand the current state of CMM in Minnesota and its effect on access to care, clinical quality, and cost and utilization. Participating health plans, health systems, and community pharmacies, along with experts from the University of Minnesota College of Pharmacy, guide the work through a Technical Advisory Group. The findings are intended to inform future quality measures and how CMM can support value-based care.
